The Emergency Services College, situated in Kuopio, provides education and training in its field of specialisation under the supervision of the Ministry of the Interior. The College provides basic vocational training and further training in rescue services, preparedness training for emergency situations, and other training related to rescue services. All vocational qualifications in the field of rescue services are awarded by the Emergency Services College. A matriculation examination or vocational qualification is a prerequisite for admission to an educational programme leading to a professional qualification in rescue services.
A Fire Fighter Diploma qualifies the holder for full-time staff positions in fire and rescue services.
An Emergency Response Centre Operator Diploma qualifies the holder for full-time ERC operator positions.
A Sub-officer’s Diploma qualifies the holder for sub-officer positions.

Persons undertaking a Fire Officer’s Training Programme (Bachelor of Engineering) are qualified for rescue service fire officer positions. Fire officers work in various management, development, planning, training, and specialist tasks. The fire officer training is provided in collaboration with Savonia Polytechnic.
In addition, the Ministry of the Interior has assigned certain training duties to the Finnish National Rescue Association (SPEK). The SPEK organises training for voluntary and part-time fire brigade members. The SPEK also arranges further training in rescue services for private persons and different organisations and public authorities, as well as safety training for different offices and agencies, and businesses.
